Capital.com Hires a Government Relations Specialist as Chief Strategy Officer

In an unconventional move, multi-asset broker Capital.com has tapped a seasoned specialist in government relations to be its next Chief Strategy Officer. Mamoon Sbeith spent nearly a decade at the World Bank as an External Affairs and Aid Coordination Officer and has a lengthy tenure at the global communications consultant APCO. His focus? Middle East and North Africa.

Viktor Prokopenya, founder of Capital.com, described Sbeith as someone “widely known in regional government relations” across the Middle East. “That combination of public affairs and strategic communication experience is exactly what we need as Capital.com expands into new markets and jurisdictions."

On his part, Sbeith says he wants to bring to the new role the same discipline he has spent in his career in “helping governments and global businesses navigate complexity and communication with precision.”

UAE Now Ranks Among the Broker's Top Three Markets

Capital.com has been in an expansive mood, looking to open regional offices in Bahrain and Azerbaijan as it seeks to hire local directors in both locations to oversee day-to-day operations.

The broker had already established its regional headquarters in Dubai in 2024, where it also holds a license.

Interestingly, it also recently enabled AI agents to connect to trading platforms via MCP for its MENA region clients only.

Capital.com ended Q1 2026 with a total trading volume of US$1.27 trillion, an 11.2% increase from the previous quarter.

The broker noted that “the Middle East accounted for a significant share of total trading volume during the quarter, with the UAE among the top three markets alongside Germany and the United Kingdom, consistent with Q4 2025 regional patterns.”

Statesmanship Signals Expansion

By appointing a veteran who spent decades learning the nuances of intergovernmental dialogue, Capital.com is bringing a diplomat-style of governance to its operations.

This will be a great asset in the MENA region, where the line between foreign direct investment and national economic policy is blurred.

Last year, when the broker announced it would offer customer access to the principal UAE stock markets, the Emirati Minister of State for Foreign Trade himself commented on the move.

“The continued expansion of Capital.com is the latest proof-of-concept for our FDI strategy,” Minister Thani Al Zeyoudi said.

The broker's presence in Dubai was itself a by-product of a government programme to attract foreign investment.

The recruitment of Sbeith, then, signals that Capital.com is actively paving the way for expansion into jurisdictions where alignment with state-driven economic initiatives is similarly important.
